If you plan to use documents issued in Belarus in Malaysia — for study, business, marriage, migration, or any other purpose — consular legalisation is required. Since Malaysia does not accept apostilles and there is no Embassy in Minsk, all documents must be certified through the Embassy of Malaysia in Moscow, which is officially accredited to the Republic of Belarus.

🛠 Stages of document processing for Malaysia

Documents issued in Belarus must undergo a full legalisation route:

  1. Obtaining the original or duplicate
    📍 Contact the issuing authority (civil registry office, university, notary, medical institution)
  2. Certification of the original at the Ministry of Foreign Affairs of the Republic of Belarus (MFA)
    🏛 The authenticity of the signature and seal is confirmed. Submission and receipt at the MFA of the Republic of Belarus can be carried out either by the applicant in person or by their legal representative — only on the basis of a power of attorney issued in Belarus.
  3. Translation into English + notarisation
    🔤 Performed by a professional translator, then certified by a notary
  4. Certification of the translation at the MFA of the Republic of Belarus
    ❗️ The translation is a separate document; it cannot be legalised simultaneously with the original. Both are submitted to the MFA separately.
  5. Consular legalisation at the Embassy of Malaysia (Moscow)

⚠️ Important to know about translation certification

Can the original and translation be certified simultaneously?
❌ No. In the Republic of Belarus, it is prohibited to legalise the original and translation of the same document simultaneously at the MFA.

Does the translation also need to be legalised by the Ministry of Foreign Affairs?
✅ Yes. If the Malaysian consulate requires the submission of a translation, it must undergo notarisation and subsequent certification by the Ministry of Foreign Affairs of the Republic of Belarus as a separate document.

📍 Why can’t I submit in Kyiv, Warsaw or Berlin?

Despite the geographical proximity, only the Moscow embassy is accredited for Belarus:

  • 🇺🇦 Kyiv — serves Ukraine and Georgia
  • 🇵🇱 Warsaw — serves Poland and Lithuania
  • 🇩🇪 Berlin — does not serve Belarus
